I smoke occasionally and that looks like a dirty crackpipe. that's one diiiiirty bong. at first glance it looked like a firecracker.
omg. I'm so out of touch. Couldn't figure out what that piece of car-part was! Likely It was on the passenger/driver's lap and when they got out of the car, it fell. I lose my gloves like that a lot.
although, if it was too dirty, maybe they did throw it out (it's only 5USD on grasscity.com)!
Given that you found this in the Shwa, I am going to wager that it's a crack pipe.
