I had to call one of those numbers a few months ago for the first time. They are very specific. Conditions of the road, temperature, weather, amount of sunlight, heaviness of traffic, etc. I was surprised.
There was a note on that car. The owner apologizes for parking there as she took a VIA train and there were no parking spaces when she arrived. She left a name and phone number where she could reached and also mentioned when she would be returning. At least there was an attempt to explain the donkeyness unlike the ones who park on the parking islands when there are spots available in the north east part of the lot.
I still think parking involves planning. Note or no note, there are alternatives. Whitby has a garage and it's one GO train back to Oshawa and then hop on VIA.
