I think it's part of the "Making Waves" Waterfront revitalization. If you look at the City of Toronto's web site there any plenty of photos depicting Union Station as part of that project.
Ford: We want subway, better yet, I propose a log ride, fast efficient and definitely won't get in the way of my all empowering, environment polluting, gas guzzling van!!! But I won't ride in it because it will for sure tip over!
