It HAS happened, I did just this while driving my bus. Similer situation, but a lame attempt at a "sorry, no speakie englie" (older indian gentleman) when not even 20 seconds before I boarded my bus to relieve the active driver, I had heard him talking in near perfect english on his cell phone. I asked him and pointed to step off so he could see the fare signs, soon as he stepped out, DOORS CLOSED

It wouldn't happen here because the bus or train door would likely be stuck and no one would be able to get off!
