Though sometimes workers do lose their minds for a second and this happens. Kind of like when I went with my friend to see his new build house for the first time and discovered that two kitchen cupboard doors were installed upside down with the handles on the inside.

I swear some people do this just to mess with everyone's heads or to cause conversation on the train.
I'd wager is was a smart-alec who took the poster out and out it back upside down.
It's possible that the worker was making a statement about Mexico by hanging this sign upside down.

I think this is actually a good marketing ploy. Certainly worked in getting peoples attention.
