Judging by that picture, if the Queen car was indeed packed then why don't we see any standees near the back. Queen street uses longer articulated streetcars so people should use their brains and move to the back as far as possible.
I don't condone anyone putting their bags on the seats though regardless if its a TTC employee or a regular passenger.
