The EA was completed in August 2009, and it was put out to tender in September 2011. The Town of Richmond Hill was asked to comment in March 2012 before approving the proposal, so it looks like construction started in Summer 2012.
I think they said this project was a pre-requisite of the Richmond Hill line extension to Gormley station that was due to open at the end of 2013. Kathleen Wynne herself was here to announce it...

Not bad, but like most ml projects its still behind schedule. Should of been finished by now actually.
