I wonder if you should obscure the licence plates. In all fairness to the driver of the blue car, it was probably partially the white car's fault. He's gone over his yellow line and being where the car is, no vehicle, save maybe a smartcar or motorbike, is going to fit in the next spot. Blue car could have gotten a bit closer, but it's a domino effect.
I used to blur plates until I was advised that legally I didn't have to. The blue car started the slide into parking donkeydom according to the photographer.
The blue car could have fit perfectly in the spot right next to it, where no lines were infringed upon or it could have reversed in and parked damn close to the white car teaching them a lesson. Even if it was 2nd it didn't have to continue the "donkeydom".
