    In all fairness to the cyclist in #2, the law regards him as a vehicle entitled to the same amount of space on the road as any other. Parking lots shouldn't be any different.

    That said, as long as there is designated bike parking space, he should really be there. I have parked in parking spots when there was no bike rack around though. Sometimes you gotta do what you gotta do.
