    Is this why Toronto is often referred to as "the city still 'eternally under construction'"?

    Few things I hate more in life than having to keep repeating or doing the same things over-and-over again because the resources used were defective or the procedures used were inadequate or unfitting for the project.
    Or because one's efforts keep getting "tampered with" somehow (either by human hands or by natural causes).
