    More like legions of Smart Phones (Smart Phones Dumb People...) playing Candy Crush. With that incessant beep-beep cranked way up. Bye bye Quiet Zone!

    Tag a rental fee for "temporary residential occupation" onto the price of their ticket.

    I mean, if the passengers are going to "make themselves at home" anyway...
