There is Littering (but who is the one littering?), vandalism, driving view is obstructed when attempting to move the car, speeding, etc and the cop just stands there getting it on his phone.
Would one ever attempt what those people did and expect the authorities to be on their side? Her in the U.S. those people would have been arrested for "Malicious Destruction Of Private Property" (probably felony charges at that) while the driver would still be ticketed for "illegal parking". What say you?

I think that they should have used a stencil and spray paint. So much more effective
