So much easier to just jack our fares every year than actually enforce the rules they have in place. We could probably all ride for free if they actually fined all of the bad parkers and foot riders.
I heard from a bus driver once, that HE heard from a health and safety officer that a friendly type in enforcement had related that the higher ups in enforcement were not too serious about enforcing the no smoking and other regs because some of the higher ups had come to the conclusion that it would deter ridership.
At the time I thought this a bit unlikely.
Now I'm not so sure.
