"Self-propelled" would seem a bit strange. I suspect they are like the Budd Diesel cars VIA used to run on some routes (Vancouver Island, Sudbury, etc). These coaches have engines integrated into them - no need for a locomotive.

Adding to Dave Ross's comment: GO tried them in the hope they would cheaper to buy/run. They had reliability issues, as compact diesel engines not being a mature technology in the 1960s. By the time the the engines were good enough, GO was running longer trains, where the costs were in favour of loco-hauled trains.
