I always suspected that fare evasion was higher then the official stats said. It isn't hard for people to slip in through the bus bays or walk into a station when the collector is on break. Not to mention people sneaking onto the new street cars. There is a lack of security on the TTC especially outside the down town core, so there is relatively little fear of getting caught and fined. That also doesn't even get into the fact that of those that are caught something like only 20% actually pay the fines they are issued.

Isn't such poor monitoring on the part of the TTC actually indicative of incompetent management?
