Probably because of some crash modelling showing a need for something to divide up the open carriage to prevent objects from becoming projectiles.

Most of the older cars have(had) the lower height headrests. As they get refurbished, they get new seating with high headrests. However, some have that upper sliding window area at one end like in the photo, so that area often gets shorter headrests, presumably to give the CSA more room if they have to operate from up there.

The upper sliding windows have been eliminated on new orders for a while now (control area always downstairs), and all the new cars come with high headrests.
