Don't you people believe in "free enterprise"?
I mean, this guy's not burdened with having to pay for a vendor's license in order to conduct his business and make a personal profit. What's more "free" than that?
Maybe he's trying to help people cope to the amazingly new detached-from-reality fare increase!
