I recently went to a Second City show and they did a skit about this. When a stander asked a bag rider to move her bags, the bag rider responded, "I'm sorry, my bags are tired!"
I just had what I think is a brilliant idea, approach a bag rider and calmly ask "Is there anything important in your bag?" then when they reply no toss their bag down the aisle.

We still get the announcements about not putting feet on the seats.
Reupholstered seats this morning. Bouncy and high. My feet don't touch the floor when I sit on them.
